Three institutions hold formal responsibility for the project, and three more sit on the Project Steering Committee that approves it.
The largest multilateral funding mechanism providing incremental grant finance to developing countries on global environmental issues with local benefits. Established in 1991; India is a founding member and both a donor to and recipient of GEF funds. This project is financed under the GEF-5 Climate Change focal area.
The lead executing agency. The Ministry chairs the Project Steering Committee through the Additional Secretary & Development Commissioner, convenes it through the Joint Secretary, and provides sector expertise and policy direction to the Project Management Unit. It supports implementation on the ground through the Development Commissioner's field offices across India, and co-chairs the Technical Working Group.
The United Nations Industrial Development Organization promotes inclusive and sustainable industrial development. As GEF Implementing Agency, UNIDO holds ultimate responsibility for delivery of the project's outputs and outcomes, hosts the Project Management Unit through the National Project Coordinator and National Technical Expert, monitors performance and reports to the GEF.
India's Operational Focal Point for the Global Environment Facility. The Ministry ratifies projects for GEF financing, without which sanctioned installations cannot proceed to work order, and sits on the Project Steering Committee.
The nodal ministry for renewable energy in India. MNRE was the project's executing partner through the first phase and hosted the Project Management Unit until January 2021. It continues to sit on the Project Steering Committee, keeping the project aligned with national solar thermal policy, standards and subsidy programmes.
Represents national industrial policy on the Project Steering Committee, linking CST adoption to wider industrial competitiveness and manufacturing promotion measures.
