How empanelment worked, and what it means for an enterprise

The five published criteria were: minimum turnover of ₹2 crore; at least three years' experience in solar; completion of at least three solar projects; a minimum of three qualified solar professionals; and demonstrated technical competence.

An enterprise may procure from an empanelled supplier on a single-source basis, since quality has already been assessed. Enterprises preferring a supplier outside the panel may do so against a minimum of three competitive quotations. The panel assures quality and price reasonableness without constraining choice.
